Detention Costs - Legal Authority.

It is the responsibility of the parents or legal guardians to financially support their children, whether they are at home or in the detention facility. It is the responsibility of the Walla Walla County Juvenile Justice Center to collect funds to reimburse for reasonable care and custody costs associated with the incarceration of juvenile offenders. The Walla Walla County Juvenile Justice Center provides a secure environment wherein juveniles are held accountable for their offending behavior. The Detention Center meets the basic physical and emotional needs of youth held here and fosters an environment of respect, dignity, and concern. 

Under Washington State Law (RCW 13.16.085), the Department of Court Services may charge parents or guardians for detention care of their children.  The Department of Court Services, rather than billing parents per day of incarceration, charges a Detention Admission Fee of $150.00 per cause number.

The Court may enter a judgment against the responsible adult for such costs.

If you choose to appeal this invoice based on your financial status, you are required to obtain from the Juvenile Justice Center a Financial Statement packet.  This packet must be completed and returned within thirty (30) days of charges imposed. When all appropriate documentation is received, you will be contacted in writing regarding the waiver of the $150.00 fee. If you do not choose to appeal this invoice, the Department will expect payment of $150.00 within thirty (30) days.  Please specify on the payment you make that it is to be applied toward detention costs.  This is especially important if you have a child already owing costs within the Court system. 

All accounts that have not followed the above procedure within the specified time period will be considered delinquent and will be sent to a collection agency for further action, in accordance with RCW 19.16.500.  Every effort will be made by a collection agency to locate the parents or legal guardians who do not follow through with their financial responsibility. 

The cost of medical and/or dental care, including emergency medical care and prescriptions obtained while a juvenile is detained shall, if billed to the Department of Court Services, be re-billed by the Department to the parent or guardian or other person or agency legally responsible for the care of the juvenile, in addition to the basic cost of detention, at an amount equal to the actual charges.
